painted basement floor

I am looking to finish the basement and currently the basement floor is painted. I want to strip the paint and lay an epoxy floor. I chose this because I live near water. My basement has never flooded, but just in case it does, I want minimal damage as possible.

My question is, what is the simplest way to strip paint off of a concrete floor. I have no clue how long it has been painted as I have only owned the house for a little over a year, but if I were to guess...its been a while....

It's not going to be a fun job Usually a paint stripper is the best way to remove the paint but that means a lot of fumes contained in the basement and possibly extending to the upper levels.

What shape is the current paint in?

It is chipping in many areas, so not very good. I can post a picture later tonight once I get off of work.
