Re-paint Interior Cement Blocks

The previous owners of my house painted the interior cement blocks white. 75% of the cement blocks walls are covered by the wall wrap that diverts any moisture into the perimeter drain.

I'd like to re-paint the other 25% of the wall that is visible. Should I remove the old paint before applying the new paint?

What kind of paint should I use? Should I use DRYLOK?

Drylok is only for raw unpainted masonry. What condition is the current paint in? Normally you just clean it up and apply a fresh coat of paint.
