White powder stains on basement floor

Question

Our basement concrete floor got wet this spring from the ground water rising up through our well. The water receeded but now I have several areas of white powdery material that lifted the paint up and I am having a terrible time trying to clean it up. I scraped the paint up and tried to sweep and mop but a white film just gets spread around.
The water problem is a once in a 50 year event so I hope it doesn't happen again. I want to get the floor cleaned up and repaint. Can you help?

Of course I cannot see it, so I may be way off base here.
The first thing that comes to mind is a collection of acid minerals from the water. Try cleaning up a small part of it with rubbing alcohol and see if that works. It that does not work, try a small area with apple cidar white vinagar. If it is a deposit, one of these two should do the trick.
