Perimeter Drain Tile Inspection?

I have a sump pump with two 4" corrugated pipes that feed into the sump pit. I assume these are part of an exterior perimeter drain tile system. Home was built in 2001. One of the pipes feeding the pit is always dry so I suspect a problem.

Couple of questions:

1.) Are there ways to test if a portion of the drain tile system is blocked?

2.) Are there way of determining where the blockage is without using an inspection camera?

3.) If I find a place to rent a sewage inspection camera how hard will it be to perform the inspection myself?

1. Only if you know where the drain tile is/runs and have access to the inlet.

2. None that I know of.

3. The camera and connection is pretty flexible so it is mostly just a matter of doing it. Finding the camera to rent may be a bit difficult and you really want a video recording of the inspection as you can easily miss things on the initial view.
