Carpet over tile in basement or remove it?

Carpet over tile in basement or remove it?

I originally thought I had cement under my basement carpet but it turns out there was tile insulation and carpet. I am looking for the best way to insulate the floor before carpeting. Should I carpet over the tile or should I remove the tile? Removing the tile will make a gap from the wall molding and floor is the only downside.

heres under the tile which I think is cement so I am not sure if I should pull the rest up.

Looks like vinyl tiles on concrete. Not much height there so I don't know whether I would be worried about removing them.

How do you plan to insulate the floor?

Well I plan on putting carpet but the basement gets humid in summer and I would love to use the dehumidifier less so I am looking for best way to insulate floor and carpet to get.
