Material to seal crawlspace vents

Hi folks,

I'm looking for an easily acquired material to cover crawlspace vents with on the outside. PVC has been suggested to me but I can't find it in sheets at the hardware stores neaby; all they have is plexiglass and some clear lexan-type stuff. Plexiglass is very difficult to cut and drill from what I've read. Someone else suggested plywood but prepping it for exterior use sounds very time and paint consuming considering I only have a total of 21" x 23.5" needed. Any suggestions? The weather gets down to -30 and one of the covers will be buried in snow for several months.

Have you considered 2' XPS foam, cut to a friction fit?
