Basement floor and stretch codes in MA

Hi all, I am a new homeowner and new to these forums. I live in MA in a town that has adopted the 2012 stretch code. I was told that R-19 insulation was required on the basement floor.

Has anyone heard of this? R-10 foam between sleepers is possible, but R-19 on the concrete floor? Really?

Has anyone heard of this?

Are they talking the concrete floor or the floor over the basement, ie the basement ceiling. The term r-19 is typically used for 6" fiberglass insulation and when a basement is not conditioned (heated) they would want insulation between the house above and that colder space.

Just guessing
