Basement tile grout sweating

Hi Experts,

We have a new house (1 year old, Hamilton, Ontario,Canada). Builder finished the staircase landing area with porcelain tiles. Since last summer, I have been experiencing a sweating in the tile grout which starts as clear and then turn into a white slurry. I brought the builder's people and they said it is the moisture and asked me to run the dehumidifier in that area. I have been running it over the summer. Didn't solve the problem. Now it is there even in the winter when the moisture level is very low in there. I checked it and the reading is 40-45. The house was built with weeping tiles and sump pump pit. The tile was installed directly on the basement floor just like above grade installation. I am not sure whether that is an issue.

Attached are some pictures I took. If anyone experienced the same issue and found a solution, please help me. Thanks in advance.

Is this the only place in the basement you are noticing moisture coming up?
