Attic Insulation

Attic Insulation

I am finishing the second floor of my house. I live in NC. It has been a very cold winter. We've had temperatures as low as 0 this year. Currently, I have a heat pump unit in the eaves and duct work in the attic area. The ducts have insulation around them. Currently, the insulation is just on the floor. I am adding several rooms to this space that will be covered by drywall. I plan on taking the insulation on the floor to insulate the backs of the walls and the ceiling. My duct work will run in an uninsulated area. Do I need to put insulation in the rafters so that my heat pump unit and ducts are in an insulated area?

My second questions is around overhangs. In the attic, I have a large overhang ( about6 feet wide and 20 feet long). This space has no plywood. It just has a soffit between it and the outside. Do I need to insulate this area in the attic when I add the new rooms?
