the paper on my insulation in the attic is so brittle,
when I touch it, it just falls apart. been there since 1980.
I am afraid this paper could start a fire by itself when it is so hot in the summer time. (120 in the attic). can that happen ? should I replace the whole insulation ?

If what you are telling us is correct, it sounds like you do not have adequate attic ventilation. The insulation paper is drying out. You probably need some gable vents in your attic. You can put new insulation over the old stuff no problem. Most insulation will not burn.
