I have some basement stairs in a 10 yr old house that need some suppport. I believe that they are "construction grade", and were never adequately fastened to the adjacent load baring walls in the basement. Would it be sufficient to place 2x4's directly under some of the runs and nail them to the wall frame? What else (instead) would be necessary?

Screw it

Can you see inside the stringers under the stairs?

If so, use 3" screws and drive them thru to every stud. This is much more secure than using cleats as you asked about.

I thought that additional wood would not be necessary.
