Seal crawl space, french drain

House I'm buying has a partial crawl space and partial basement (2 large openings between the two in the basement). House is at bottom of a hill and its damp outside due to this and there is a mold-mildew smell coming from basement. I'm sure most of the smell is from the crawl so I wanted to seal it off with a heavy gauge plastic. Before doing so I wanted to install a french drain. Bids from companies were upwards of 10,000 has anyone done something similar and had good results ?

Also I hear to insulate walls with foam board and not to do between joists and truth ? Thanks

It would be better if the foundation were sealed from outside not inside. Are you sure that you want that house?
