Smile Insulate basement walls with existing framings

I plan to finish our walkout basement (one side of the basement is facing backyard, so that side of the wall is mostly above grade).

Currently the inside of the wall has 2x4 framings. outside of the framing is woodboards and wood sidings on them.
I'm going to put insulation between the studs inside. Firstly I will append 2x2 to make the framing deeper so that I can put more insulation (in order to meet R-21 requirement. Our house is in Seattle).

Do you have a suggestion for the insulation? I'm thinking of putting a R-7.5 rigid foam (cut to 15") glued to the boards that have siding on the outside. Then put fiberglass butt on top of it. Also, a city inspector said an option is just putting R-21 fiberglass butt there.
