Do i need additional insulation?

In remodeling my small bathroom in the dormer, i decided to add a vent/heater/light.
Not the easiest installation as there is not access from attic. When the roofer came out to install my vent he mentioned my insulation was not enough and that i should have 14". I have a few inches at best. I installed the unit using insulated duct to keep condensation away. Is it necessary to add additional insulation and will it make any difference in improving room temp.
the area above the bathroom is very small 60x80" max.
Lastly, what is the recommended distance I keep insulation from the unit. I notice when the heater was on, the unit itself didn't produce much heat.
