Vapor Barrier
I am in the process of finoshing my basement. I have a split level with a half
basement. The builder insulated and put the vapor barrier up on the basement walls that are above ground. I framed all new exterior walls for the basement because I did not want to deal with the ledge that would go all the way around my basement from where the concrete footings join the walls that are above grade. I had planned on insulating all of the new exterior wall, even though there is already insulation and vapor barrier behind them. But that would leave a gap between the new exterior walls that I framed up and the the actual exterior wall of the basement. I guess my question is, would insulating the new walls end up doing more harm then good?

I would remove the vapor barrier and put it on the inside of the wall you're building instead. FWIW, current thought is no vapor barrier on below ground walls so they can dry to the inside.
