Avoiding Grinders

I want decorative concrete in our basement, but my wife refuses to allow anyone to use a grinder in her house. She is afraid of dust and cancer and all that. She says the cats are too sensitive for even fine dust.

Is there a proper way to prepare the floor without grinding it first?

There is dust involved but the downside to not prepping the floor correctly is that it may not bond fully,

It all depends on your floors. If the floor has never been painted or had sealer applied then grinding might not be necessary. Paint and top sealers are easy to spot but the most difficult to identify is a sealer that soaks into the concrete and doesn't leave a visible trace. One check is to dribble water around on the floor and see if it beads for a few seconds. On unsealed concrete water doesn't bead much at all and spreads out or soaks right in. If it forms a bead for a few seconds you need to investigate further to tell if a sealer has been used in the past. If no sealer has ever been used then the floor prep will depend on what you mean by "decorative concrete".
