crawl space improvements

I have large crawl space that is below the two first floor bedrooms. The walls are the concrete block foundation. There is no insulation on them. The floor is dirt (heavy clay) covered in heavy duty poly sheeting. It is heated by the fin tubes attached to the hot water heat lines that fun thru it between the ceiling joists. The small outside vents are broke and sealed shut. The access door from the heated utilities area of the basement is open. At times there is a noticeable odor (earth smell) so I run a fan blowing into the crawl space. It has been this way since initial construction (circa 1957). I am planning on selling the home, trying to find out if there are any problems or or need to upgrade, repair prior to trying to sell. Any advice, comments appreciated.

Is the vapor barrier on the floor continuous? If not, I would tape it or whatever else is required to do so. Were it my house, I would be insulating the walls but I don't know that I would bother right before trying to sell.
Is the space ever wet? I would certainly be looking at diverting water away on the outside with gutters, downspout extensions and grading were I living there.
