Basement leak?

In late spring finished room in basement - 1950s house with this room finished 30 yrs ago- discovered wet carpet along North edge of room about 18 inches into room. Outside there is lower area between ours and next house where ice and water builds up. After pulling back carpet a few inches found a 6 - 8 " portion along baseboard that clearly has had moisture issue and wood behind baseboard is rotting. Room has been paneled over studs and Styrofoam type insulation per my husband. Neither of us is handy. Have added dirt to North side exterior to increase slope away from house and thought that helped. Today with light rain noticed still some moisture in that small section. Running dehumidifier and leaving carpet pulled up a bit. Not sure where or how to determine exactly source of water and how to fix. Carpet has remained dry so not pouring in. Thanks for any advice.

Hate to say this, time to call a local pro. You say you added dirt, does you home have gutters?
If not you may want to think about them. Piling dirt does not seem a good idea until the source has been identified.
Since you mention wood rot my take is that this has been leaking for years. Time to locate the source and then do the repairs needed to return your home to a better condition.
