Odd: caulk used to fasten the poly to cinder block sticky

Odd: caulk used to fasten the poly to cinder block sticky

So, I started framing my unfinished basement this weekend and came across something I thought is odd, maybe someone can shed some light into it? My home was built last Spring, so about 16 months ago. It's a half cinder block wall in basement below the framed, insulated, and poly the builder used as a vapor barrier. Upon looking closer this evening, the caulk used to fasten the poly to the cinder block ledge is still very sticky and moist. Is this common? I'm not quote sure why this wouldn't dry after a year, unless it's somethi by that is just meant to stay this way? There are absolutely zero moisture issues
