Rigid foam board
What do you make of this rigid foam board? Probably just insulation, but I’m more accustomed to seeing bare concrete in utility rooms, so no experience with this.
Also,
a concern would be hidden water penetration. Do you figure that if there were any issues it would show through the foam board and/or appear on the bare concrete floor?

That makes for excellent insulation but the fumes from it are highly noxious.
It must be covered with a flame retarder like sheetrock.

Well, it's a DIY job for sure since its against fire codes to leave that kind of insulation exposed in an unfinished basement. If you use that type, it's supposed to be immediately followed by framing and drywall.
Hard to say if there is any moisture problem behind. If there was I would think you would see evidence on the floor. Looks like they did a good job air sealing all the seams, and that is probably the most important thing you should do when putting foam on basement walls.

the rest of the basement is finished. Assuming they just carried it all the way through into the unfinished utility room.
Regarding noxious fumes, I don’t actually smell or notice anything down there.
