If you block the crawspace vent...?

Hi,
My neighbor's house has a 4ft crawl space under the living room with those vents in the concrete walls, that are about 5" x 12" or so. He wants to seal just one of them off with a board. He thinks it will keep out rainwater or something minor. Can someone tell my why this is a bad idea. I know it is bad, but I don't know the consequences. I think there
are a total of 3 vents for this area of about 500 sq feet.

Crawlspace vents are there by code to prevent trapping ground and air moisture under the house, creating mold, mildew, wood rot, etc.
Some people recommend not closing crawlspace vents even in the winter. (I do, however.)
You're absolutely right, blocking up a vent is a bad idea.
The air and ground moisture is so high where I live, that I even had to add a 10" louvered exhaust fan in my crawlspace door to increase the airflow through the vents.
Before, I had moisture dripping off of my AC ductwork, mold on the wood floor joists, etc., but now it is dry as a bone under there.
Tell your neighbor that he will create more of moisture problem than he will solve by closing up a vent.
