Ok, I had a leaky basement. Cracks and efflourecence(sp) all over the place. I fixed the cracks. No problem. Cleaned the wall with bleach, and then with TSP. They were previously painted. I applied 2 coats of Benjerman Moore Fresh start. Alls good, until I strted to noitce that ine block in the bottom corner was turning a greenish yellow. Then I noitced thet all along the bottom row of block, the paint was Bubbleing, just in spots, scattered all over. The repairs I made are fine still. What caused this to happen and how do I fix it?

My guess is that you didn't fix all your water problems. Start outside with your landscaping, gutters, downspouts, and your own watering of the bushes or grass near the house. Some water problems must be fixed from the outside only.

Also, http://www.crackseal.com
No affiliation. I have used it, but I can't give you long-term results. Have extra latex gloves ready--it will take a couple of days for it to come completely off your hands, apparently when the top layer of skin does.

It is moisture that is making your paint bubble. Moisture can be different then water. Dampness etc. I am surprised that after you went to all that work, you did not give your basement wall a coat of Kiltz before you painted it. Also if you have concrete walls, you have to use a concrete paint. Good Luck
