heating the basement

I have a 350 sq ft basement which is currently occupied by my father that is not getting heating very well. One of the people who checked the basement said that it might be wise to place registers on the floor of the basement so that the heat will warm the place up better. Another person said that adding another return register would help do the trick. Are both of these ideas worth doing?

Supplemental basement heat

I once lived in a house that had a similar problem. I installed electric baseboard heaters with a thermostat control in each room. I turned on the heat only in the individual rooms when I needed it.
