h2o in basement

35 y.o. home with h2o comming in around perimeter of basement where block wall and cement floor meet. Exterior correction of problem has been estimated to range from $6000-10000. Do I have any options to correct problem from inside? Considered drylocking walls. However, some walls already have been painted. Unsure if drylock will work effectively since paint is chipping in areas. Also considered renting cement cutter to create a 3-4" deep trench around perimeter which would lead to already existing sump pump designed for laundry hook up. $ an issue. Mess and labor not an issue if option #2 is a possibility.

only long term solution is outside
The only long term solution to a dry basement is done from the outside. Any waterproofing done to the inside is temporary at best. The drylock will work for a while but it to will fail in a few years. How long it lasts depends in part on how the pressure and volume of the water.
Channeling the water is one way to deal with it. You assume the basement will leak so you accept the water but divert it once inside.
