Framing around electrical service panel
I am working on finishing my basement and have framed the walls including a den. In the den the service panel and sump pump reside. I plan to frame around the pump with an access panel to give room to replace the pump. I also want to cover the service panel while building built-in bookshelves on each side of the service panel. I would like to put a frosted glass interior door (32" x 6'8") to provide access to the service panel. The reason for the door is that the service panel is mounted to a 32" X 76" piece of plywood where the satellite, phone, and ethernet connections are mounted to. Given the door will be positioned much higher than normal, does a top plate for the door need to be there for support of the door? A top plate for the door is not possible because of the wires entering into service panel. I do not want to block that area in case if service is needed. Is it common to cover a service panel in this manner?

You don't have to have a top plate. The door frame doesn't have any weight above to support.
Suggestion-
Try to mount the door at the regular height and position. Attach the top of the frame and any other supporting structure with screws that can be removed easily.
