Question drylocking walls

My home is 6 years old and sits at the top of a hill. I slope down the back and down the front away from the house (~30 foot drop over 120 feet). I never had any water in my basement. Is it necessary to put waterproofing drylock paint onto my walls and floor to finish it off?

Any suggestions...

IMO if you're gonna get water in your basement, paint won't stop it. That stuff is for water that seeps thru the concrete. If you don't have that problem I wouldn't worry.

Of course, it's not my basement, so the advice has very little weight.

Basement floors before laying carpet.

I agree that the UGI drylock is for to prevent water seeping in through the walls. I guess as long as I use a thick vapor barrier I should be OK. What about the floor, should I coat that with something? I am going to be carpetting. Do I need to put anything between the bare floor and the carpet padding?
