Question Basement out-ingress door

I am trying to finish my basement. It is having two windows of 60"hx45"w. Out side ground is about 2ft higher than the basement floor inside. I wish to convert one of the windows into the door. These windows are on poured cement wall of 2ft hieght with all poured cement walls of 8ft.all around. Please help me know how can it be done, what are the constraints and steps involved in it. Thank you

The first thing you need to do is contact your local building dept. and get their rules for this type of door you want. Next, they should have a brochure that shows you how and the rules for putting in the door. After this visit, you will have very few questions. They will tell you everything. Good Luck

Goto Bilco.com they have prefab units, I paid $1500 for the prefab steps and overhead doors installed, I dug hole and cut wall myself, last touches were adding 3ft steel door at botoom of stairs..
