Wall Preperation for Basement Remodeling

I am remodeling the basement which has a foundation of cinder blocks. I am putting up drywall along the walls with foam installation. My questions is I have seen examples where plastic sheeting (moisture barrier) is placed between the existing wall (cinder blocks) and the studs/drywall and another example where the plasitc sheeting is placed over the studs and installation prior to attaching the drywall. Which is correct as a moisture barrier?

I was told to glue the plastic sheeting to the cinder block prior to putting up the wall studs, but have seen pictures where the plastic sheeting is applying just prior to installing the drywall.

there's lots of differing opinions on this

There are lots of differing opinions on this and there is "proof" for all opinions.

I would not glue it to the foundation. Let the blocks breath. I did put mine on the warm side of the walls.
