Soffit Vents

I am looking to increase insulation in my attic and am told that I should ensure the soffit vents are open. The aluminum soffits were installed over the original wooden ones and opening up the wood covering may have been overlooked by the previous owner. Is there anyway to determine this or get at them from the inside. My overhang (and soffit) are below ceiling line and the roof is at a very gradual slope so it is hard to get in to the narrow opening in the attic to observe.

Installing soffit vents

Perhaps installing new soffit vents would be an easier solution. Ridge vent kits are another option.
