New framing on concrete

I am installing/building/constructing a non-bearing wall that will be sitting on a concrete pad in the first level of my house. Should I install a vapor barrier between framing and concrete?

Thoughts, comments, flames?

Vapor barrier not needed. Simply use a pressure-treated 2x4 for the sole plate.

Checked for a pressure-treated 2x4 at Home Depot. The only ones that they had contained 4% arsenic. Is this correct? I am kinda skittish about putting arsenic into a kid's bedroom.
