Basement Walls

I have acinderblock basement walls that have been painted. We live in a 'flood zone' but don't get any water (even through Hurricane Floyd).
I would like to finish my basement with sheetrock, etc., but want to make sure I do as much as I can to protect myself.
Since my cinderblock walls are already painted, is it possible to get a sealant on them? Do I need to scrape them clean with a wire brush?
Also, besides Sani-Tred, what are the other brands of sealant that can be used?

I am working on a similar project. I have found that you should have bare concrete to seal. Hopefully the walls were painted with a masonary sealer. If not you might want to look in to sandblasting the walls clean and sealing them with Thoro seal or a Sika seal 107.
