Basement wall sealer

I need some advice as to which is the best exterior basement wall sealer. I have the poured concrete walls and want to seal before we backfill the dirt against foundation. Is the black tar type best or can you recommend something else?
Also, for the interior of poured cement wall--do we need to also seal this or just paint?

The type of waterproofing/damproofing I specify for jobs depends on the type of soil or potential for groundwater. If the soil is sand and there is no indication of a groundwater problem, then I specify a troweled-on type of dampproofing. If there is an indication of a high watertable or a soil that does not drain well (like clay), then I specify a sheet membrane (W.R Grace "Bituthene" or similar). I almost always put in draintile. Hope this helps.

Oops, forgot the second part of your question. With a good quality dampproofing or waterproofing, you should only have to paint.
