I am in the process of purchasning a new construction home. During this process I have discoverd that the basement appears to look wet in certain areas. This wet look only started when the sprinkler system was installed and properly working.
The builder said the wall was weather proofed from the outside and the reason it looks wet is because of all the rain and the sprinkler system. The basement does not have standing water anywhere, just the wet look on the wall.
I do not feel at ease with this answer.
The basement has not been weather proofed from the inside.
If in fact this wall was weather proofed why does the wall look wet. Should I be concerned?

You should be concerned, because regardless of the weatherproof (which is different from waterproofing), the water should be drainig away from the house and no wet areas should be appearing on the wall.
