bicycle brakes are sticking

How do you adjust your brake pads (front and back) when they are sticking and making a lot of noise. This all started when I went for a ride in the rain -- I guess the water did it?

What I would suggest is to first clean the braking surface of your rim. This can be done with soapy water and a scotch brite pad, or rubbing alchohol and the same pad. Then take a emory board or medium grit sanpaper and shave the glaxe off the pad until it is dull again.
As far as the squeaking goes check to make sure you have proper toe in on the pad.
