front shifter not grabbing 2nd gear

I tried to clean it per many youtube suggestions to no avail. I don't think it has to do with the "pawls" not catching. Though I could be wrong.I really don't know. Anyone familiar with the inner workings of these?

I would have to carefully take it apart, testing at each step to learn why the pawl isn't catching for 3rd gear. It's a simple mechanism similar (but different) to a ballpoint pen so I'd just watch it to determine where it goes wrong.
