Sounds like overshoot. There is possibly a small heat anticipator setting inside the thermostat. You might be able to adjust it for a shorter run. What is the brand and style of thermostat? Is it digital?

Like ken said pull the cover off the tstat and look. You should see a dial like with a pointer on it push it to shorter. Just a little bit then let it run for a day and see. If it still over runs do it some more. ED
