Is my elect zone valve broken?

I have a hot water radiant heating system with 2 electric zone valves running a single pump. My problem is that I'm not getting heat to my second floor, when I turn on the heat for the 1st floor the furnace will fire up and pump will kick on, Nothing when I turn up the heat for the 2nd floor. In order to get heat up to the second floor I manually open the electric valve via the lever on the bottom.
I bridged the wires leading to the thermostat to see if the 'stat is broken. Furnace still won't fire up. Is it the electric zone valve broken? will a broken valve prevent the furnace from starting up?

Most zone valves have an end switch that starts the circulator and the burner when the valve is fully open in automatic mode. Some don't start the circulator when opened in manual mode. You didn't mention the brand but I suspect the valve head is bad.
