Under Floor Heat Question

There is a poster in the vinyl and linoleum forum that has discolored vinyl flooring over the underfloor heat pipes. Does this indicate any problem with the heating system?

It could indicate a temperature of water/floor that is too high. The maximum water temp in the radiant system should be 140 degrees and the maximum floor temp should be 85. I don't think those temperatures would damage the flooring but higher temps could.
