Talking Water Storage Tank or Not..That is the question?

I am currently house shopping up here in Maine and I visited a house under construction. The house was going to have FHW heat with an oil fired boiler. There are 2 zones for each level of the house. What I did not see was a water storage tank. Is it better and more fuel effecient to have a hot water storage tank or is it an unnecessary expense?

Hot water tank

Having an indirectly heated hot water tank is cheaper to operate than keeping a boiler hot 24/7/365. With this type of system you often use a boiler with a smaller water volume.
