Exclamation oil boiler heating issue

I am currently having problems with an steam oil burner that came with the house I purchased. I know the PSI should be between 3 & 5 psi. However when I fill the tank the domestic H20 shuts off. So I have heat but no hot water. And vice versa, no pressure for heat but I do have hot water. I have good knowledge of parts of a furnace but I am stumped on this one. Need advice.

Steamer

Three to five PSI on a steamer is high. The vast majority of the ones on which I work are set 0.5 & 3 psi. With the boiler cold, or at least not have had a call for heat in the last hour or so there should be no pressure on the boiler.
Is there a domestic coil in the boiler?
