Noisy baseboard heater

Hello, we have a really noisy hot water baseboard heater. Its in a 3 storey apartment building.

It clunks almost constantly, even when the heat is turned off completely. It has been bled with no effect. Our maintenance guy thinks that it could be a problem with someone else's heat and says that there's nothing we can do about it, but we haven't been able to sleep for days. Is there anything that we could try? Would taking out the baseboard heater help?

Any suggestions would be much appreciated, thanks.

Noise

Noises are often tough to diagnose in person & on the web extremely difficult. If your maintenance guy can't find the source of the problem, he or you should call in a local service company.
