efficient temps 4 zone system

I have a 4 zone HW heat system. What would be the most efficient and most comfortable operation for better heating? Raising the individual thermostat temperatures as needed and leaving the circulating water temp set at 180 degrees, or raising the circulating water temper towards 190 or 200 degrees?

looking for best operation

heat is not sufficient in some zones, have bled air, cleand fin tubes on radiator.

boiler is running more than normal, but it is cold outside.

installer want to fun circulating water temp at 180 degreees and raise zone temp as high as 72 degrees

Not comfortable

Forget the numbers on the thermostat except as a point of reference. Set it at what ever temperature it takes to be comfortable. Does the pipe thru the baseboard get hot? How close to the carpet is the bottom opening of the baseboard?
