no heat oil furnace

i just moved into a rental with an oil furnace. It heats the hot water and there are baseboards. the problem is the heat doesn't work but there is hot water. the furnace comes on when you turn the thermostat on, the piolt light is lit and it heats the water but the baseboards are ice cold. The house was previously a summer rental and i'm wondering if something is turned off.

Probably nothing turned off. It could be many things but if you have hot water, you are part way there. If you can identify the water temperature controller, remove the cover and check the settings. There should be 2 dials, one marked high and one marked low. Post back with the settings. Also look near the boiler for a pump. It will be in line with the pipe leading to or from the boiler. See if that pump is making any sound at all or if it is warm.
