Burner flame

How do you know it is too high? The causes could be any of several, some of which would require the use of test equipment most homeowners don't have. I suggest you contact someone familiar with gas burning equipment & the adjustments thereto. Improper adjustment can result in dangerous to devistating situations.

Too much flame

The gas pressure might be wrong, the air to the burners may be misadjusted, possible wrong orifices in the burners, boiler might be plugged, vent might be plugged, etc., etc,
