forced hot water baseboard, furnace keeps firing up and shutting off but heat does not come up like it used to. Is that a circulator problem?

It is possible, although not definite. What model circulator you have? Do you have voltage going to te it? Is it making any noise? I got a Taco 007 pump I once got going just for the day just by tapping it with a head of a screwdriver.

It is most likely the circulator but like George2002 says, not definite. Let us know what brand and model the circ is and we can proceed. Also let us know if you have multiple zones and if so what kind of zone valves are used.
