Angry In desperate need of help!!!!!

I have a brand new heating system in my house. I have steam heat throughout the top two floors, and baseboard in the basement. There is an external aquastat on the circulating pipe of the baseboard which keeps turning on the system to keep the water hot, and the rest of the house is cooking. The aquastat is set at 160 degrees, and the basement is comfortable but the rest of the house is unbearable. What can I do to stop this aquastst from constantly turning on the boiler. Please help I am sweating to death. Thank you

If this is a brand new system, you need to call the installer & have them fix it.
