Question electric hot water heater

What is the order of operation of an electric water heater? Does the top element come on first or the bottom first?

If the tank is hot and you use some water the lower element will energize because the incoming (cold) water enters into the bottom of the tank.

The upper element is only energized if you use a lot (in relation to the size of the tank) of hot water and the cold water rises to about the top third of the tank energizing the upper element. Most heaters have a "double throw" upper thermostat that disconnects the lower element when the upper element is energized.
