T&P Valve leaks even when boiler is cold

I have a gas fired boiler; turned off; but T&P Valve drips constantly; lose about a gallon of water per day; had valve replaced but still leaks. Any thoughts to correct? Thanks.

Relief Valve

The relief valve on a boiler is only a 30# pressure relief not temperature & pressure. How much pressure is on the boiler? If less than 25#, the valve is bad or a piece of rust or something else is hung up under the valve seat. If you used teflon tape when you put it on, it is quite common for some of it to get under the valve seat.
