hot water weak

I have a New Yorker oil fired boiler with hot water baseboard, an expansion tank and domestic built in water heater...

I have hot water but it is very weak. If I move the blend valve the volume of water increase but the temp gets cold

Please shed some light

WHICH temp gets cold?: Whats going thru the baseboard heat? Or what comes out of the hot water faucet? Or both?
