Unhappy Adding Water to Hot Water Furnace

How do I add water to my hot water system.
The furnace is working. The water pump seems to be working.The basement pipes are hot but I have no heat upstairs. I tried bleeding the rads but nothing, no water or even air comes out with the bleeder wide open.
Is the system lacking water and if so how do I add water.
I have an old Volcano Junior No. 15 Furnace

Is there a pressure gauge on that old Volcano ? If so, what is it showing ? (should be in the neighborhood of 12-15 PSI, maybe a little higher when hot). How about the temp ?

There should be a water line leading to the boiler, see if you can identify that. There may be a bell shaped thing on that line... but maybe not. There will definitely be a manual hand valve if there is.

You might want to post some pics so we can tell for sure what you've got and how to do what you need to do.
